A Recovery Community Center (RCC) is an independent nonprofit organization led by representatives of local communities in recovery that provides peer-based recovery support services. Full Circle RCC is not a treatment center; we offer emotional, informational and practical support for individuals and families affected by substance use.
Our trained staff and volunteer Recovery Coaches provide strengths-based support to people seeking or already in recovery from an addiction.
Join us for All Recovery Meetings and other peer support groups and meetings offered at each location.

Cindy has worked in nonprofit organizations and higher education for more than 20 years, serving in various capacities, including program management, fundraising, research and evaluation, marketing and communications, and adjunct teaching. She is active in the recovery community in central Iowa, and she is passionate about assisting those who are new to sobriety and connecting them to local recovery resources. Her role as executive director of Full Circle Recovery Community Center involves strategic planning, implementing evidence-based practices, and providing oversight to the organization’s locations in Council Bluffs and Des Moines.
“As a woman in recovery, as well as a friend, ally, and family member of loved ones in recovery, I am excited that Full Circle RCC was established to offer multiple pathways of recovery. Recovery is not a one-size-fits-all journey. This organization exists to empower people to embrace their full potential through a variety of peer-based services, with multiple opportunities for growth, leadership, and self-directed recovery. My hope is that we can end the stigma surrounding substance use disorders and that recovery is embraced by communities across the state and beyond.”

Shannon began her career in the behavioral health field as a Prevention Specialist addressing substance use and addiction in central Iowa. She later led a local prevention education initiative focused on commercial sexual exploitation of youth. Shannon then served as the Program Director of a local organization providing direct services to adult survivors of commercial sexual exploitation. Shannon helped launch Full Circle as the Senior Program Manager during our first year of operations. She worked with staff and volunteers to get the Des Moines RCC up and running, while providing assistance to the locations in Des Moines and Council Bluffs. In her new role as Director of Program Development, Shannon will work closely with the teams at both locations to support the growth and evolution of our organization.

In early 2022, Anawim Housing and The Beacon, two non-profits based in Des Moines,
collaborated to establish Full Circle Recovery Community Center with grant funding from the Iowa Department of Public Health.
The Beacon and Anawim Housing serve populations that intersect. The Beacon serves women with histories of incarceration, trauma, domestic violence and substance use, with a focus on wellness, restoration, housing and employment. Anawim Housing serves those who have experienced homelessness and have histories of complex trauma and resulting substance use. Together they envisioned a recovery community center that would use a trauma-informed, equity-centered framework to deliver evidence-based programming to people affected by substance use.
Thanks to tremendous support from Anawim Housing, The Beacon, The Public Science Collaborative and the Iowa Department of Health and Human Services, Full Circle RCC was established as an independent non-profit organization, and we officially opened 3 locations in Des Moines, Sioux City, and Council Bluffs in the fall of 2022!
